The U.S. and Britain claim that "a massive terrorist attack" was planned by Turkish agents, and that it was an "armed assault on civilians". The U.S. has also warned that "more terrorists may be killed with this campaign of terror".
In a separate document obtained by the Guardian, the U.S. State Department's Bureau of Intelligence and Research, said "there is little we can do, unless these threats are curbed or stepped up, to deter such acts."
The U.S. has also been vocal about efforts to train Turkish citizens to act as fighters for extremist groups in Syria, and has deployed thousands of US-trained Syrian army soldiers to fight jihadists.
