Rising rents for students and low-income students in the South are forcing a change in public policy, a New York Times report says.

Students in the South face rising rents for housing, student loans and other expenses — with many on their own with kids out of high school — as well as declining income and student loan debt.

"And that is happening," writes Mark Crampton, the author of "America's New School."

For people living on the periphery of the middle to lower-class living standards, the rent hikes look very grim. But this should not be seen as a surprise for those in the Northeast.

It's also hard to imagine that their neighborhood will be spared a repeat of 2009.

The median family income in 2013 was $35,300, which is 15 percent above the state's national total.

But in the last couple of years more low-income and low-income students — often students from low-income and middle-class families — have begun living on the streets, looking for jobs in nearby neighborhood businesses.
