"It doesn't make sense for this country to use the resources to build weapons or even bombs at any time," says Dr. Paul.
But military officials say the use of money to create or deploy covert capabilities is not limited to the US.
For example, the CIA's "Special Operations" program to gain a secret U.S. intelligence network was used to build nuclear weapons. It would need to produce at least some of those weapons at the "secret" location the program used.
"If we can produce hundreds or even thousands of weapons at one location, we can provide that capability to the enemy easily," says Dr. Paul.
Some of those weapons could be used to assassinate or neutralize or end lives of US government officials, says an American senior executive.
The program, though it technically "don't exist," would be used to obtain new weapons for the US or "pre-empt" the government from being exposed to the nuclear technology used by Israel, he says.
But Dr. Paul says that is exactly what happened with the Iran-Contra conspiracy, which took place in 1973 by the then-presidential candidate Ronald Reagan. The United States and its allies had planned a worldwide war to "prove" whether the US was secretly operating nuclear weapons

Russia has accused Trump of interfering with U.S. elections and has denied any involvement in hacking.
Former U.S. intelligence officials said the Russians apparently have a "high level of sophistication" and have been using Russian influence for years.

Write a clandestine attempt at diplomacy to convince Pyongyang of a return to the North, China's Foreign Ministry reported Friday.
In a video posted on YouTube, the ministry said it had received reports of Chinese military and technical support in preparing for a "North-South Joint Military Dialogue." Chinese officials denied the report.
China's Foreign Ministry has said it will continue to provide such support to North Korea in any form, including on military matters involving the nuclear issue. The U.S. and South Korea have been involved in talks on the matter.
The North has previously reported the efforts as part of a long-range ballistic missile test.
The U.S. also called for an immediate halt in the U.S.-South Korean military exercises that begin on May 7 and start on June 26, saying that the "tensions between the United States and the Korean Peninsula are growing exponentially."
"It would be irresponsible to conclude a unilateral rearmament accord with the North and launch more North Korea missiles this way," the U.S. State Department said in a statement.
North Korea did not immediately respond to ABC's request for comment.
But Beijing has been urging the U.S. to pursue other avenues, including military steps to counter its threat to the United States and to take up the issue of U.S. nuclear weapons.
