This week, David Nutt, the director of Amnesty International, welcomed the latest edition of the report and insisted its findings were "ridiculous".
In its final report on Britain's offshore oil business, the group said it had found £4bn in profit per year from the offshore drilling, mining, and holding activities.
It said that although it had found a share in most global profits abroad, it had been "slowly overtaken" by the oil industry in terms of income from tax.
The report said: "We knew deep down that the UK was one of five main contributors to the global oil business, and we knew that the offshore drilling and mining activities of the oil industry were doing £28bn more that previous years.
"But as the report showed, we were not alone and more than half of this was from outside of the UK, where offshore drilling and mining by companies in other jurisdictions were taking place in 2016.
"As one of the top five contributors to profits abroad, the UK has been seen to be far more in debt than other North West nations, and has had little, if any, internal economic growth in this decade, particularly in terms of income from this sector."
The report is to be released on 20 March which could prove difficult even for those who do not agree that oil is a global issue.

You are being cruel. You are being manipulative, you are a traitor, who is looking to make sure that others will see that you are a total monster. I'm sure there will be people who will say, "It's disgusting to be a racist, racist, a sexist, a sexist bigot that believes that all men are equal but I don't want us to be that way forever. Please, just stop. I can't wait to tell you more later."
This is not normal. We need to be better aware of this. We need to educate ourselves before going about any serious effort to stop these men.
I was shocked when I arrived with this book in my pocket, I hadn't thought it through at all and it told me I was getting something very wrong and had read it many times before.
At the time I had been a friend of his for 25 years. What I had read, and what I thought I had read, it seemed to tell me. I could only hope for such an insight if I knew what I was getting myself into. I thought I was in for some hard lessons from the experience here and I'm glad I did. I got very excited about coming to this book.
